Hello, I would like to buy STM32 Primer2, I want to ask, is it possible to program it without using circle OS?

Of course it is possible.
Take a look at the project list, there is a lot a examples that run without CircleOS.

I wan't to begin to use the std periph program examples, but I think they support only st evaluation tools, can you explain how to configure a project from the scratch to play, for example with the uart and the primer2?
