Time to wake up from PD to full spped @ 72 MHz

Hello,

I would like to save the power consumption of a portable device including the STM32F103xxx.
The duty cycle is very low, most of the time, the STM32F103xx is power down.
For a very short time (a few dozens of ms), it will run at full speed  (72 MHz).
So my question is :
   how long for turning from power down to full speed ? (in time and number of cylces)
   is there a register/ some thing that can tell that the STM32 is ready ?
