Target Power Failure with Primer 2

I keep getting a error message ---- Target Power Failure: Measured 0.8000000v
I have updated the Ride Software to the latest version.
If I try to run debug while a project is open in the Ride software I get the above message.
Also I tried to install the new Circle OS. It connects to RLink but cannot connect to the target because of the same Target Power Failure.
I can read the Serial number from the Primer 2 from the Ride software.
Also, if I turn on the Primer 2 without the USB cord plugged into the computer,  the LCD and other programs including peripherals  work fine.  However, if I plug the usb cord into the computer the LCD display flashes and keeps restarting form the beginning over and over.

What should I do?  Do I have damaged hardware?

I believe I solved the problem. I had to load the new Circle OS to the Primer 2.  But the trick is to hold down the orange button while downloading the new Circle OS.
I just tried the Ride7 with the toggle sample program and it finally debugged and ran.
I will keep you posted.

That seems then you have downloaded Primer1 circle_os first time, this will cause this behavour
