primer 2 as programmer

Hello everybody . Can anyone tell me if primer2 can be used as programmer after we develop any program.

Not to program an external device. But of course, the Primers embed an RLink that allows to progran the on-board STM32.

Thanks, so what is the low cost option to program the stm32 controllers ?
