I'd like to ask wheter the STM32 Primer is able to program another STM32 processor in my own application. I'm not interested in discovering the benefits of STM32 but I'm looking for a development tool by which I would be able to develop my own application.

No. There is an embedded "RLink", but the JTAG/SWD signals are not output from the Primer.
